I can do it via admin, but what I really want is to put it in some configuration file so I don't have to manually do it (even for only once), this way the deployment of my software would be easier since I don't have to ask user to do (deploy) it after the software installation.

Hi Chen
 You need to use the admin console to register your service first time.
 You can get to it using http://localhost:8080/soap/admin/index.html

But how about the very first time? can it also be automatic (or pre-loaded

Apache-SOAP should do that automatically; once a service is deployed, it's
re-deployed automatically when the server comes back up.
