soap.jar has a tool that does just what you want:
org.apache.soap.util.net.TcpTunnelGui listenport tunnelhost tunnelport
where
listenport is the port that the tool listens to (send SOAP requests to this
port on the host that is running TcpTunnelGui
tunnelhost is the hostname of the actual SOAP server
tunnelport is the port of the actual SOAP server
