I had this very problem this morning, and solved it with the aid of an old list posting (see below). By eliminating jaxp.jar and parser.jar from my classpath (ie, the Tomcat lib directory, in my case), and leaving only xerces.jar, all was well.

1) Try putting the xerces.jar at the front of your class path. (It's not the cause of your problem, but it's an admin thing.)
