Do you mean for SOAP or as a Servlet engine
which sits underneath the SOAP implementation?
The session service, for example in WebSphere is clustered,
where as in Tomcat it is not.
Therefore I conclude that the WebSphere
servlet engine is not just Tomcat/Jasper.

Hm... I thought WebSphere uses Jasper and Tomcat.
