The JDK on the client is SUNs 1.3 and it does not have this file. The IBM JDK on the OS390, however, does. So the thousand dollar question is how to make them work and play well to getogether with SOAP.

I think it is the problem with i18n.jar in your JDK? it should contain the
class files 'ByteToCharCp1047' and 'CharToByteCp1047'
Please check.

Anyone tried getting SOAP working on an OS390 USS partition running
websphere 3.5? We have been successful in touching the rpcrouter but all
SOAP calls fail with a protocol error. I have also noticed that there are
UTF8 conversion errors in the error log. I suspect that it is an ASCII to
EBCDIC problem but am not certain what to change nor where. Any help
appreciated.
