Your requirements are not really clear.

1) Documents sent over the internet: What application sends them? Why can
that application not record the fact that it is sending them?

2) Documents received over the internet: Potentially more difficult unless
they are being received by one or more controlled applications. If so, why
can these applications not log the fact that it is receiving them?
