With Tomcat 4.0.3 and soap 2.2, you have to put soap.jar into %TOMCAT_HOME%/lib instead %TOMCAT_HOME%/common/lib.
Don't forget remove the webapps\soap\WEB-INF\classes\org.
This is the only way worked for me.
