We use Apache SOAP with Weblogic 5.1 and are migrating it to 6.1.
The problem with the Weblogic implementation of SOAP is that it has no way
to support session state - so all of your services must be stateless. This
is as per the SOAP spec, but is useless for us. With Apache SOAP you can
choose to have no state, have session state or have application-wide state.
At the moment I believe that the only issue with integrating Apache SOAP
with Weblogic 6.1 is that you have to ensure that the correct Xerces jar is
in your classpath before your Weblogic jars.

It's a recipe list (a lengthy one I might add) someone put together to get
Apache SOAP configured to work with WebLogic 6.1. Things might have
changed
slightly with the 7.0 release, but I can't imagine it being much easier
than
what the author describes.
You might want to stick with what WebLogic offers as their 'web service'
implementation.
