I presume you have tested the JVMs in other ways to be sure there is no
adverse interaction with the Japanese version of Windows 95.

Exactly which version of Windows 95 are you running?  After the retail
version, there were several OSR releases for installation on new
computers.  Also, have you applied any service packs?  There were some
upgrades to the TCP/IP stack, often buried in a "dial-up networking
(DUN)" update.
