They do not.  You can check the source at, e.g.,
http://cvs.apache.org/viewcvs.cgi/*checkout*/xml-soap/java/src/org/apach
e/soap/providers/StatelessEJBProvider.java?rev=HEAD&content-type=text/pl
ain.  If you check the source, realize that a new instance of the
provider is created for each SOAP call.
