Apache SOAP and Axis are two separate sub-projects of the Apache XML project. Both have a set of committers and a code repository. Apache SOAP is intended to be an implementation of SOAP 1.1 and SOAP with Attachments. Support for these specs continues to improve, and a fair amount of work has been done the past few months to improve performance. It is possible that additional specs, such as DIME, will be supported. As much as possible, Apache SOAP will continue to be API-compatible with previous versions to allow sites with existing installations to upgrade as easily as possible.
Axis, which started with a re-write of a large portion of the Apache SOAP code, implements SOAP 1.1, SOAP with Attachments, DIME, WSDL 1.1, JAX-RPC and SAAJ. There is a concerted effort to track SOAP 1.2, and there likely will be a similar effort as WSDL 1.2 moves along. For new users, Axis is the place to start. It is likely that most Apache SOAP users will migrate to Axis in time.
