Here are a few steps you could take to describe and diagnose the Error
SOAPExceptions as with any Exception can produce a Stack Trace and the Error's Description
Most of the SOAP Problems I found were:
1)Incorrect Namespace URI -attempt yo ping the namespace/DTD URI from the SOAPClient make sure you can at least reach it
2)Proxy Servers installed in between your client and the SOAP Server..Request that the NetAdmin take the Proxy Server down..at night or on the weekend and retest without the interference of the Proxy Server
