Check the installation instructions at 
http://cvs.apache.org/viewcvs.cgi/*checkout*/xml-
soap/java/docs/install/tomcat.html?rev=HEAD&content-type=text/html

If you did something different, undo your current install and re-
install following the instructions at the link above.
