Do you have an explicit reference from web.xml to WEB-INF/soap.xml? If not, the default will be used, and soap.xml should be in the directory above WEB-INF. Likewise, if soap.xml does not contain an explicit reference to services.xml, the default will be used, which is deployedServices.xml in the directory above WEB-INF.
