Tomcat 5 almost certainly ignores the CLASSPATH of the environment from which it starts. Tomcat 4 does.
You need to put mail.jar where Tomcat will load it. Check out the Tomcat classloading docs at http://jakarta.apache.org/tomcat/tomcat-5.0-doc/class-loader-howto.html. You would probably be safe putting mail.jar in $CATALINA_HOME/shared/lib.
