For server side use, ZSI, too, might be an option. While it is actively developed and support provided in the mailing list above, the developers are less interested in release management with the consequence that "PyPI" contains an outdated version and current sources must be fetched from the source code repository. I, too, recommend "suds" for client side use (which you seem to be primarily interested in).
