These are the files produced by the Mailman set up for the python.org mailing lists, and are not encrypted. I didn't have the same problem with the first two I tried decompressing: 2010-November.txt.gz.gz 2010-October.txt.gz.gz Oddly, my Chrome browser on Mac added an extra .gz at the end. The Mac GUI had no problem decompressing into plain text which appeared to be non-scrambled. I tried using the command line "tar" to decompress them but it appears they are not "tar" archives. When I tried gunzip I saw the garbled text, which must be the same thing you saw.
