Using two very thin CF rods might do the trick - tape one to the fin and one to the rudder and use thread, tape or similar for the hinge. Best hinge is a strip of Solartex on both sides and then you sew the two layers together in the middle as the hinge line! Might be able to do it without the CF rods, but I doubt it! Using 3M # 77 improves the tacking, if you can't heat the foam very much!
