Well- sort of in that almost everything is at the CDs discretion for
all except the Nats. To be within the AMA rules the winch cannot
allow line to spool off the drum during launch. A ratchet meets this
rule fine so guess brake is not required. In the early 70s we kited
to very high launches with winches with no brakes by slowly letting
the winch unwind if it was windy. Nowdays, hardly anyone has the feel
for toe tapping a brakeless winch - it would be bird nest city if they
had to use a winch without a brake.
