Gliders have the right of way over powered craft. I don't understand why this accident occurred?

Saw a weird Citation jet video on YouTube yesterday; Citation lands downwind on a too-short runway not authorized for jets. In light rain.  Runs off the end into a harbor. Everyone gets off onto a rescue boat, the plane is floating pretty level, slightly nose-up. The pilot did not pull the main breakers after the "ditching". While the rescue boat is still alongside, the empty Citation starts spooling up the starboard engine to full power! It then motors along in a circle in the water, with no one on board, until the engine flames out some time later.  Had someone still been in the cockpit to apply some hard-over rudder, they might have been able to beach the plane. Amazing the engine ran so well considering everything.
