Is it possible that what you bought are not lithium polymer, but are lithium alkaline? The fact that lithium is present does not mean that it is the element controlling the voltage of the electrochemical reaction. It could be a simple part of a halide or hydroxide salt that is part of the electrolyte. The material of the electrodes control the voltage. The fact that this is a 1.5V cell supports this.
