Actually, no. 

At least some of the formats which are being tested in Europe start
with a signal for a _short_ launch window followed by a countdown
followed by a signal which begins the flying time.  Motors are shut off
by the altitude device at or prior to the signal or by the pilot at the
signal.  If a plane has not crossed the altitude threshold during the
short launch window it will start from the lower altitude at which it
finds itself at the time of the start.  Presumably, the _short_ launch
window is designed simply to accommodate a modest difference in climb
rates so as to not require a pilot to have to have a maximum power
setup.
