How long is the stuff *supposed* to take to dry?  Have you tried just 
putting it out in the sun?  How warm and ventilated is the area where it 
is now?  Is it supposed to dry rubbery?

I painted a fuse with Rustoleum once and that took three days to dry, 
which surprised me.

It's gotta just be evaporating slowly.
