Anker, You are correct and most DO understand it. The difference between Tom and Perry was that in Tom's case the culprit transmitter was found and blame could be clearly laid upon the responsible party. Apparently, in Perry's case the cause of the problem could not clearly be determined.
On a side note, I don't believe his acerbic response to this misfortune played any role. Though intangibles such as this can never be fully appreciated.
