Nice idea. 

However, let me refer you to the AMA rule book, Page 7, Paragraph 7.

"7. Handicaps. Unless approved by AMA, scoring handicaps are prohibited."

So if you intend on sanctioning your contests you will have to request a
waiver from AMA for the use of scoring handicaps. I think Steve Kaluf, AMA
Competitions Director, will need a very compelling argument before he will
approve a waiver for this.

If you do sanction the contest and do not get the waiver and use handicaps
anyhow you are opening yourself up to a protest from a competitor and the CD
puts his CD license in jeopardy.
