From AMA Competition Regulations manual, 2002-2004.
"3.1.6.c Spoiler and or air brakes must extend only above the top surface of the wing when deployed. The trailing edge of the spoiler/airbrake must be at least 2 inches ahead of the trailing edge of the wing. Two or more spoiler/airbrakes may be used, but they must all act in unison and extend above the surface of the wing by the smae amount when deployed."

As far as spoiler setups, and linkages there are several alternatives, whichever you feel most comfortable with seems to be the norm. Personally I like heat shrink film over the case then epoxy the servo in. I seat the servo in the wing and use the pivoting action of the control arm as a cam to lift the spoiler. I use a small magnet to seal the spoiler when not in use.
Good luck.

This rule if for RES only. You can use any spoiler arrangement you want to for other AMA classes. They would also be legal for Nostalgia as long as they were shown in the original plans. If the original plans did not show spoilers, then you would have to clear it with the keeper of the Nostalgia rules, at least until Nostalgia becomes an official event.
