I haven't found it to be a big problem so I haven't developed a solution.
Use a lock washer and keep it really tight. You could experiment with
various lock washers, split washers or combinations.

I've just made checking the towhook part of my pre-flight routine.
Occasionally, one will have twisted and I just reposition and tighten.
