Maybe the rudder had a low aspect ratio (i.e it was
normal looking) which would incline it to stall
'later'.  Note the huge deflections on the F14 Tomcat
all-flying stabs during launch.  They have a low
aspect ratio.  With higher aspect ratios the stall
becomes more likely.  High performance TD v-tails have
aspect ratios like 8.  When they're this skinny they
probably won't hack a 30 degree deflection and the
maximum yaw they could sustain would be limited, as
would be the yaw acceleration.
