It's my opinion (an EE not an AE) that the optimum AOA is not determined by the foil alone.
How much will the plane weigh, how fast is your target flight speed, at what elevation will you be flying... The variables are more than just the foil. Only after these are all decided, then calculations can determine the required AOA. But I'm not qualified to even perform them.
Basic "hack" methodology: A basic flat or near flat stab flys at darn near zero degrees to the free stream airflow. The angle of the fuselage AND the AOA of the wing are adjusted according to the stab. The difference of angle between the stab and wing is the decalage. This is the wing's AOA.
The AOA of most scratch built models is either copied from a known design or just guessed. A typically used guess is about 2 degrees. But you'll usually have to fine tune your first prototype. Often several tries.
