To remain current requires only casual contact, not sending in papers for the next approval.

A change of address or other minor info passed on would qualify you as being kept current.

There are over 110 level 5's, most of whom are likely still alive, many level 4's, and an untold number of 1's, 2's and 3's that are active with achievment attempts.

If only 1/2 of those voted I'm guessing we should see 2 to 3 times the voting turnout that we have today.
