I mulled this over many times. I have no problem with anyone winch
launching to compete for a medal in theory. The rub so far is that I
really need to limit this to established or soon to be established scale
events. I don't know any scale aerotow events that allow winch launching
at their venue while aerotowing is going on. I can't have two guys
setting up a winch on their own and going for a medal without some sort
of verification. That is the only reason I limited it to aerotow and up
and go units. The only way I see this working is if it has the ability
to run seamlessly at a fun fly or even a scale XC event, the
infrastructure is there already, the pilots likely to be interested are
there already, and adding a complication outside the normal day's
activities (winching) makes it hard on the event organizers to manage. 
But if anyone wanted to organize a sanctioned winch only scale meet, we
can certainly look at that.
