I used to fly at a dam by Wright Patt AFB, and the procedure here is the Feds would clear that park out before AF-1 / the President would come in.
Flying definitely would be stopped, but the whole park / dam would be cleared before a landing. Honestly, I can't blame anyone for that - If the winds are good, I can feel salty about it, but I really can't blame them for security concerns. B.
