Brian, I don't know where you're getting your information. The guy making the Photon and the Charm is Victor Stamov from Kiev, a past world champion in Nordic (F1A) free flight. Victor Isaenko makes the Topaz, and is national team member in free flight. He has placed in the top 3 in the world championships. The Graphite, AVA, and Blaster are made by Vladimir Gavrilko, F3J national team member. Most of the Ukrainian planes are made in Kharkov, a city of 2 million and the aircraft industry center of the country. The lead guys do the bulk of the work in producing the planes, like Phil Barnes does here. You can't just get dumb help to put together one of the wings. The people helping them are also skilled modelers, most of them also pilots. Some pictures of Vladimir's production:
