That is correct. The XTAL in the TX module is hidden, ie: it is on the inside 
surface of the module housing and does not have attachments like plastic 
overlays to allow easy removal from the housing (not sure this is so on all 
module-based TX). This is/was considered adequate to be classified as 
inaccesible.

Either way, it is the responsibility of the end-user to follow the instructions 
spelled out by the OEM. The end-user may not experience range problems by 
changing XTAL's in the module, the problem is with off-frequency eminations in 
channel(s) either side. This can (and does) shoot down those who may by one or 
two channels up or down on the flightline.

Those who do experience strange behavior when in a group of fliers, check to 
see whether any of your buddies are on the next frequency..."they" may be 
inadvertently shooting "you" down.
