I read the AMA test procedure last night (535-F), in fact they do perform a test flight to first determine aircraft-based anomolies.
But your point about frame rate errors and the frequency with which they occur is can not be understated. As I have stated before, if everyone were made to observe how many times their particular pride and joy(s) experience loss of signal during any given flight, it might motivate a few to re-access their comfort level...you do not have to see it for it to be present.
