I have to ask why someone would deploy SAlots and Flaps above 20000'. I have yet to fly a plane that will let you. Spoilers and speed brakes have no Altitude limit and on some planes the speed brakes are only used in an Emergency decent.
My guess is that the pilot did use the spoilers and it will rumble. Its noisy too at High altitudes Jeff RCSE-List facilities provided by Model Airplane News.
