Thanks for the good ideas.
1. This a stock motor. No way to adjust timing. Good idea though;
reminds me of my slot car days.
2. New 27-size deep cycle marine battery, charged on a 10 amp charger
all night. However, I was already planning to charge it for a full 24+
hours, just to make sure.
3. I had not heard that. However, I didn't see much excess grease when
I was resetting the brushes.
4. Could well be. That's one reason I'm thinking about replacing the
whole motor. It's over 25 years old (although there were a number of
hiatuses in there.)
I'm also wondering if the solenoids are restricting current. I have a
test circuit that indicates if there's voltage across the solenoid
contacts. It was lighting up on one solenoid when I was seating the
brushes. I'm not sure of the failure modes of the solenoids; do they
stick on, never close, or does the contact resistance increase. At the
kinds of current a motor pulls, it wouldn't take much contact resistance
to produce a significant drop across the solenoid. Of course, that
would also be a significant power being dumped in the solenoid, and they
didn't seem to be heating up or failing further.

If you don't have enough voltage 12 + 13 is better (fresh charge) you
won't carry the load.
Don't oil or grease the brush end... you can create a conductive paste
from the brush dust.
Also maybe your winding are shorted from brush dust.... you may want
to replace them.
There are lots of reasons for not carrying a load.. Mike Wade
explained many of them.
If it turns easily by hand it is not necessarily a bearing issue... Or
you could have a bent shaft. it will turn but won't carry the load...

properly. I put the needle bearing in, but something else must have
gotten misaligned, as it was actually worse. I reset all the
brushes, and will try again this weekend. It spins up fairly well
with no load (and no line on the drum).
I may have to replace the solenoids, as well. I think I may be
getting too much contact resistance.
Anyway, once I have something definite to say, it will be up on RCSE.
