Dan, before you get too elaborate with the chemicals. In my aircraft detail business, I've used Rubbing Compound 7 mixed with wax (not the paste but liquid, Meguiars has a wax special formulated for oxidization and you problems sounds familiar) to get the surface clean on a aeronautical high gloss paint. This works well with high gloss white paint. In your case, I'd use more wax and less rubbing compound gradually increase it. Now this will only work if you sure the marks are not impregnated into the finish.
If any of the above cleaning methods worked even a little, before my idea don't change cleaning methods but stay with it. What my method will do is act as a mild abrasive and the wax help with the minute scratches. If the only option you have left is to paint then you'll need to prepare the surface for paint anyway. Don't know if anyone mentioned using Brasso or other fine metal polish as I have used this on high gloss paint stains as well (example: rust drops, bird droppings).
