I was looking into using firstboot one or two release cycles ago. However, it turned out that the language selection ability had been removed from it in more recent versions (https://bugzilla.redhat.com/show_bug.cgi?id=507436). I know that Walter had been working on implementing something like this on the screen where you enter your name when you log into Sugar for the first time.
