I am wishing against all hope that these never get put on planes.  I do about 150k miles a year and the last thing I need on my flight is some yutz talking about his action items all the way from SF to NY.

WRT cell phones on aircraft, consider all the calls made during the
last few minutes of each 9/11 flight. The FAA and FCC have acknowledged
that there is no risk to the aircraft, but the FCC is concerned about
risk to the cell network on the ground. An aircraft is within range of
many cell towers at once and moves rapidly from one group to another.

The proposed solution in the air is an on-board "pico-cell" which would
relay calls to the ground via a different channel. Digital cell phone
transmit power is controlled by the cell, so an on-board cell could
keep them out of range of a ground cell.
