Paul,

The E-plane is the beamwidth in the plane that's the same as the
polarization of the antenna. If your omni is vertically polarized then
the E-plane is vertical. Therefore the vertical beamwidth of the main
radiation lobe is 15 degrees. This is 7.5 degrees below and 7.5 degrees
above the horizon, assuming no physical downtilt or electrical downtilt.
Because no antenna is a perfect rediator, there will be some side lobes
in addition to this main lobe.

In theory, if the antenna was a perfect radiator then there would be no
side lobes and when you were directly under the antenna you would
receive no signal. Because all antennas have some side lobes, it is
likely that you WILL receive SOME signal when you are directly under the
antenna, as long as you are close to the antenna. If you were physically
far away from the antenna, if for example, the antenna was suspended
from a balloon or a spacecraft or mounted on the top of a very tall
building, then the weaker side lobes would not reach you and you would
receive no signal.
