When they say 2-3%, that is an average. There are some people that can
talk and drive at the same time, and some that really can't drive safely
and talk. We have seen this last group in the fast lane, causing
everyone to go around them. If the flow is 70mph, and the stream of cars
comes upon a car doing even 5mph less, the flow will back up and people
will start passing. On the freeway we tend to like to either travel at a
constant speed as a group(vs stop and go) or a personally comfortable
speed (type A personality, etc.). One yakker not keeping up a socially
acceptable constant speed, will cause bottlenecks. Multiply this by 10%
of the drivers talking on the phone at any one time. As the saying goes,
either lead, follow or get out of the way!
