Good luck with that; more than any of the 6 states I've lived in or the
35 others I've driven in, Californians have an irrational attraction to
the leftmost lanes; they'll jump right over regardless of conditions,
sometimes getting in front of faster traffic to do so.

Many times I've been on the 5N in the Camp Pendelton area at 2am coming
back from San Diego (i.e., 4 lanes of W I D E - O P E N highway), and
someone will get on and get right over into the left lane doing all of 70
and all by themselves.

The only thing I can figure is mediocre drivers hate making lane changes
(which is obvious if you see how long they take to make 'em, heads turning
and being sloppy doing so) and if they're as far left as possible they
only have to worry about changing lanes again when it's time to get off.
