While cruising through the Caribbean I found that my Sprint Vision was fully active when at the "U.S. Owned" Islands.  I had high speed wireless Internet connection using my Sprint phone and a USB data cable onboard the ship.  On all other Islands I had digital roaming coverage with incoming and outgoing calls.  At sea, mostly I had analog roaming with no ability to make or receive calls when on the Island side of the ship.  Radio signals travel far over water.
 
FYI: There are also plenty of WAPs if you happen to bring your portable Yagi with you.  Cruise ships give you good altitude for sniffing.  Would that be considered Warcruising?
