The neat thing would be to make your own wifi cam. I'm thinking projects & hobbies.

But I like your electric collar idea. Maybe we should bump it up a notch to kid-cam with remote correction. "Don't hit your sister!" ZZZAPP!

You can simply use one of the Dlink "wireless webcams" that combine
everything into one compact unit. Add battery and your done! Maybe festone
a dipole or diversity antennas by taping wires to the dogs ears? Or place
the monopole and the end of the dogs tail for best coverage? Oh...
better... use small bicycle generators on each of the dogs legs to recharge
the battery! Then you can add a bark detector that automatically emails you
an image (to your Sprint Vision phone) of what the dog is barking at. A
humane shock (training collar) device can then be triggered to stop the dog
barking, if you deem it necessary.
