It absolutely sucks.

There are two hotspots (Tmobile and Boingo).  Boingo was crawling at <1kbps.
Tmobile costs an arm and a leg at the airport.

If you can make it to the Gold Lounges (Singapore) they have wifi.  Just
setup right outside the door.

At the international terminal, past the checkpoint there is a default SSID.
That seems to work well.

I couldn't get any coverage in the food court or the south viewing lounge.
