I'm sending this to you from my car. The State of Iowa has put FREE Wi-Fi hotspots in their highway rest stops! When you first connect you hit a proxy server that gives you local road construction and weather info. Then, after a free sign up (essentially a guest book), you can pass through the proxy to anywhere on the Internet. But then, Iowa has always been ahead of the curve on highway amenities. They were the first to provide highway rest stops with heated/air conditioned bathrooms with running water years ago when everyone else in the Midwest has outhouses. Later, they put NOAA weather radios in the lobbies, and more recently put a constantly scrolling video monitor with weather and road info in the lobbies. Now you can check this stuff right from your car.
