First is to decide between SOCI 3.2.4 or 3.3.0 or 4.0.0.

Then, collect log of changes, for example:
https://gist.github.com/mloskot/5681340

Then, copy-n-edit them into CHANGES file.

Then,
- update docs
- update version in src/docs
- create tag
- package
- test the package / email about release candidate so others can test
- publish package
