Hi,

To anyone interested, there is this Docker image with Oracle [1]
which was taken off [2], then Oracle members of staff were looking
into finding out what happened [3], then long months of waiting followed.

The happy news is that the image is back online and available for anyone
who needs a ready to use Oracle setup.

For Travis CI builds, we used to use the hacky downloader [4] that automatically
filled Oracle web forms with dummy credentials to pass through to
download. Then, we switched to a simpler downloader solution [5] where
multi-part
archive with Oracle installer is hosted on GitHub.
However, I think it would be good to switch the SOCI's Travis CI jobs
to use Oracle via Docker image. Then, it could be used in other
AppVeyor too, I think.

If anyone feels like giving the migration to docker a go, great and
PRs are appreciated.
