I did not see any setting relating to captcha in config.php.
I got around the problem by commenting out the errant code here ...
grep -r -i "Captcha does not match" .
./plugins/SimpleCaptcha/SimpleCaptchaPlugin.php: throw new
ClientException(_m('Captcha does not match!'));
